Default TC will not shift on the fly.

Hello All,
1996 XJ Classic.. 4.0. AW4. 145k
Have a wierd problem with Transfer Case 242.
When I bought the jeep it would not shift into 4x4 on the fly. Had to move the transmission to 'N' to get TC to engage. Tried adjusting shift linkage,did not fix the problem.
Then when doing a SYE I swapped the TC with a remanufactured one with HD chain and all new bearings and seals. It still will not shift on the fly. Have to move the trans to 'N' and back to 'D'.
Adjusting linkage does not seem to help. Shift arm on TC seems to engage properly and index correctly.
Do not feel any binding in driveline. Fluids are good
I am stumped because the TC should work independently, it is mechanically controlled.
Am I missing something? My other jeeps would always shift into 4x4 instantly while driving, by just letting off the gas.

242s can be a bit stubborn compared to the 231s but this sounds odd. You obviously know the technique required. All tires same size, brand etc?

This is my first 242 TC. I use 4x4 regularly for the beach and never had an issue with a 231.
When I'm driving on the beach in 2Hi and pull the lever to 4 Part-time, nothing happens , not even if I come to a stop. But the instant I put the tranny in 'N' I hear the TC shift.
Second set of tires that are new and match.
I plan on making a direct shift linkage for the TC as a last hope.

I frequently have to do the same thing on mine. Neutral and back on the transmission and it goes right in. It's also really slow to come out of 4 sometimes.

Just from my xj, my 231 doesn't shift on the fly either. I gotta do the shift in to neutral. I have a sye and new chain. I just never thought twice about it not shifting while in gear
