Default Target Idle Speed Not Reached

For a while now my Jeep has sputtered a bit when starting. Nothing serious enough to fool with until it warms up enough outside to look around, or so I thought. A week ago it died on me just after I cranked it. I tried again and same thing. I tried one more time, gave a little gas and everything was fine. A few miles later, the Check Engine light came on. I checked the code and it came back P1294 (Target Idle Speed Not Reached).

I took off and cleaned the throttle body and the IAC Valve. (There appeared to be some sort of white gunk inside the spring of the IAC Valve but I left it alone because it looked nearly impossible to get to, also I had no idea what it was.)

It started up much better and the code didn't reappear. Two days later, I'm back to where I was. Jeep idles at around 300 when I first start it up. Everything's fine after I give it some gas and drive around a litte bit. But the RPM's are still worrisome and I expect the code to pop back up again any day now. Any idea what else I could check?

Replace the IAC. Cleaning doesn't fix the problem, it only gives you false hope when it appears that the problem is solved for a few days, then the problem comes back.

Mopar, but the NAPA brand will work.
