Clamp/Bracket to frame bolts: 40 ft. lbs
Link Upper Nut: 27 ft. lbs.
Link Lower Nut: 70 ft. lbs.
Source: 1996 FSM, but would hold true for these components (they would not have changed).
On the upper nut, look at the bushings as you tighten and use common sense. They shouldn't be bulging out much wider than the washer/retainers. If they are bulged too much, the will split prematurely. If they are too loose, with no bulge, you will get a little more road surface vertical vibration translating up into the steering wheel. The ones in your picture look pretty good.
