Leaf packs need replaced. Factory ones are all atleast 14 years old. If you're cheap you can make a bastard pack with some s10 springs.

Or you could use the Monroe coil-over load adjusting shocks like I did. I pull a trailer with my golf cart on it with no problems. Some people say not to use the coil-overs but I've had them on a couple XJ's and they work great with no problems whatsoever.

I agree that ancient leaf springs should absolutely be replaced. I would go for a Heavy Duty version for your use.
However, Kingfisher raises a good point. The acceptable tongue weight for an XJ is only around 200-300lbs. If you've got the load set up in such a way that there's more than that on the hitch you can have issues with excessive sway - even with good springs. Balancing and weight distribution play a big part in stability due to the XJ's light weight.
