o2 sensor/s. i had a similar issue where under normal driving, it would buck, and hesitate and feel like it was going to cut out.. there was a popping like a backfire from the manifold area. when you mashed the gas, or at least got it into high idle, the problem would go away. i thought it was the TPS or IAC, then i thought it was the plugs, wires, cap, rotor... so it all got replaced. the only things left were the coil and o2 sensors... and guess what it was... 2 of those 4 wire, heated o2 sensors aint cheap for a 99 xj, $100+/ea. but i went from a whopping 11 mpg to an acceptable 17.5 mpg. running some wrangler dura tracs doesnt help, but they are only 235/57r15's... good luck man!

one more thought... make sure to get it on a code reader to see if it has stored anything in there. sometimes it will register that something is off, but not trip a code.

so it seems to be heat related, electrical/electronic components can become weak with age and heat. Spark plug wires, coil, distributor cap, TPS.
Look here for info on your Renix engine and it's sensors, might wanna test your TPS:
