Sooooo, looking at new cats, although I did test inlet 370deg and outlet 540deg temps, I'm wondering what type of convertor ( two or three way) this renix requires. And if a three way cat will work where a two way cat belongs as my research says they require different amounts of O2 and fuel mixtures. I tested the EGR solenoid and it appears to be working correctly, I can also see the EGR open and close when I rev the engine.

And thank you guys for your time and advice!

Had to pass smog last year, here's what I had to look at or fix:
MAP was ok
EGR and associated equip was ok
CAT was ok but will need to replace next go. Low idle HC was high
Vac harness had to rebuild it
exhaust manifold had to replace, cracked common problem
Bad fuel inj O-ring replaced all
fuel pressure regulator good
O-2 sensor needed new (good idea just to do it anyway)
general tune-up and chevron mid-grade or premium, drive at least half the tank out B-4 going back for second test.
You can have a muffler shop weld up the manifold cost me about 30$, a new one was 289$ I went cheap. A new cat is 80 to 170$ easy enough to get. As long as the inlet outlet from the three way cat is the same as yours it should work, but I'd just replace it the right way first.

Doing a bit more reading and it appears that the cat on my jeep has an older style three way cat.
Maybe I'm onto ( or into ) something?

I'd be quite pleased if that was the problem, I burn stuff for a living! That would be an easy fix.

Can't hear it leak (always) but if you pour some MMO or Seafoam into the throttle body and smoke appears in the engine bay it's cracked. Your smog ticket looks almost exactly like mine did so this may be a good trail to follow.

Why? Flows more, it's just as efficient at conversion, and I don't have OBD kvetching at me that the cat is wrong. Opens up the exhaust a bit without making it "dirty" like a hulled cat would.

Ok, so I did as recommend and replaced the cat, passed with flying colors. 15 mph showed 5 ppm NO, and 25mph blew 50. After inspection of the old unit I learned that it was a PC1 ( intended for use on sedans or small cars). So now it's time to deal with the DMV. Thanks for you help CFers! (that sounds funny) hopefully I can start posting in the wheeling section next.
Another option you might consider, as many of my west-coast friends are preparing to do: move somewhere else. Most are headed to AZ, FL or TX where Smog ***** are nowhere to be found.

I second the use of Chevron fuels to keep emissions levels low. The last time I smogged in CA, cheap fuel caused only the NoX levels to skyrocket. The numbers went from 2-3 ppm. to over 300 ppm. After I switched back, the numbers dropped right back down to nearly zero.

But I'm sure there is plenty of work for welders/ fabricators on TX. ........
