stuborn in starting
I have a 98 xj and it has a problem starting on the first try. The second try it starts right up. When i lived in Colorado I never had a problem, the problem started when i moved to Indiana. anybody got any ideas.

I have heard and experienced the opposite. Flatland Jeeps having issues in the higher altitudes. But i'm betting it's the same issue...
There is a High Altitude TPS that some out your way say fixed the issue, betting if you replace the TPS you'll have better starting. it's a simple 2 bolt and wire install.
Just for giggles though, next time you start from it sitting a bit turn the key on and let the fuel system fully pressurize, 20 sec or so. Then see if it starts on 1st crank. That would eliminate a weak/failing fuel pump.

As Overland says there is a high altitude TPS available for HO engines. Bet that is part of the problem, if not the entire problem. Letting the fuel pressure build up is always a good policy because it minimizes the wear and tear on an engine with "0" oil pressure at start up and also reduces the wear on the starter motor.

Might need a new fuel filter. My 96 was acting the same way. It would Idle at really low RPM (450). I put a new fuel filter in and it starts up real quick now and idles much higher.

I am having the same issue with my 98 and I am going to try the TPS route and see what happens. Letting the pump cycle on doesnt do it for me.

usually to eliminate the pump/pressure problem try cycling the key a few times, turn it on for about 7 secs. then off for about 7 secs, repeat at least three times, just to make sure its priming, if that changes it then look there.
definately check regular maintenance, gotta have the basics covered first. dirty throttle body and iacs cause all kinds of starting/running probs. make sure throttle body is clean, state of tune is good, fuel filter like already suggested.
