Still starts on the 3rd crank...!

I have had this a few months and have replaced alot, here is the list below.
98 XJ Adventure Vehicle
Jeep Cherokee, Classic
White w/ grey & black interior
209000 miles
Mods:
3" Rough Country lift, AAL rear
31" Maxxis buckshot mudders on black painted steel jeep wheels
Tow hitch receiver
Removed side plastic trim
Removed top pinstripe
Fixed or Replaced:
Electric cooling fan
Rear hatch shocks
Rear hatch latch
Wheel alignment
Spare tire 31"
Charge AC
Front joints
Wheel bearings
U joints
Radiator hoses
Plugs wires cap rotor
Oil &filter
Flush coolant
Battery terminals
Lube chassis
Differential oil change
Brake fluid flush change
Air filter (check for restrict)
Transmission Fluid flush/change filter
Transfer case Lube flush/change
Drivebelt change
Front and rear Brakes
Timing check
Added up country skid package:
Front skid
Gas tank skid
Differential skid
It still takes three cranks to start; turnover 3 seconds= nothing, turnover 3 sec= nothing, turnover and it starts right up...
When it's warm, having been run for a bit, it will start on the first crank. I have also experienced the heat soak issue a few times.
Why? Could it be a injector issue?
My fuelpump just went out today so I'm getting a new one this week...hoping that it may solve the issue?!?
Any advice would be greatly appreciated.

I saw the list of changes... wow!
Fan clutch. I know, I know... I'm not drinking. Cold, it should spin freely. When your engine turns over, it turns the whole front belt/all of the components. My ac was going, and got the compressor locked in the on position. My fan clutch was old and rusty, I changed the harmonic balancer, put in an ac delete, and changed the fan clutch. It jumps to life now, and has much, much more get up and go. Also, my mpg increased dramatically.
To test this theroy, take off your serpentine belt, try to start. If it jumps to life, the drag might have finally become too much for your old gal. If not, simply replace the belt, no harm done, no money spent!

Thanks, never thought of that and will look. Don't suspect it but you never know.
If the new fuel pump does not fix it I will look into an injector swap.
Will 703 injectors help with cold starts? Does anyone have experience with this?

I have to cycle the fuel pump on at least 3 times before starting my 99' Cherokee. The check valve in the fuel pump is bad which is a common problem on these. Next time try turning the key on and off with a 2 to 3 second pause in between each cycle. If it fires right up then you prob got a bad check valve too.
