sticky door lock

I've got a 99 and my passenger front lock is sticking. I've replaced the power switch and had the lock bar checked and they're both fine. switch on above the door handle inside won't budge at all. I can lock the door, but only by using the key outside. I can press in the handle button to make sure it doesn't open, but that unlocks the door so it opens if I do it again. I'm thinking I'll need to replace the entire interior panel since the lock switch is attached to it and seems to be the problem. Any other thoughts?
