sticky brakes question.

sticky brakes question.
Some info first. 96' 2WD cherokee sport. 3 inch lift. 32x12.50s.
Problem is while doing a random inspection the other day i jacked up the front end to figure out my wobble problem. I put my hand on the tire to balance myself and noticed that the wheel was really hard to spin. Felt like the brakes were sticking. I thought maybe its where i parked and had my foot on the brake when i shut the motor off so i moved the jeep and stopped with the E-brake not using the front brakes. Jacked it up again and same thing. Wheels are really hard to spin by hand and sounds of the brakes slightly engaged comes from the rotor.
Any ideas of why this would come about is appreciated in advance.

yes both wheels. Brakes were changed less than a year ago and no problems then. I didnt check brake fluid or anything else. Just noticed them slightly grabbing and thought i would inquire some advice. Maybe need bled? IDK?

Bleeding won't help.
It is normal for pads to maintain light contact with rotors. If they are sticking to the point that it takes great force to barely turn the wheel, there is a reasonable chance that the calipers are not retracting and/or pads are binding on the knuckle sliding surface due to notches worn into the slides.
I don't know what the likelihood is that both sides would seize up at the same time.
I went through serious wobble and driver side lockup last year (ended up getting towed). W/o getting into a long story, I had notches and went ahead and changed out the knuckle along with the caliper and rubber brake line. No problems with that side since.
