Steering wheel not lined up

Short & skinny...
I have a 2001 XJ I have been rebuilding from a wreck. Got a donor front half from a '97. Sent to frame rack to have installed. Used steering box from '97.
Shop did work approx. 3 years ago and I am just getting around to finishing it up.
I am not sure if they removed the steering wheel or not. If I called, I know they wouldn't remember either.
Problem...
When front wheels are straight, steering wheel is 180 degrees off.
I have been comparing as much as I can from another 2001 XJ I have. Everything matches in relation to alignment of wheel vs. steering shaft vs. shaft to gearbox connection (that only mounts 1 position).
Does the pitman arm mount in only 1 position also? I haven't pulled it off yet.
Any ideas?
