As to the op..
Grant does not offer an adapter for your year as far as I know but I have seen it done. Last person I saw it on said the got a universal adapter from auto zone and it worked out fine

There is a Federal law in general against removing airbags or substituting a non working one but the states do have their own laws on airbags and inspection of. Federal law always trumps state law.

If there is a reason a individual needs the airbag to be inoperative. Say heart conditions and such where it may cause more harm then good dealers can install a switch to switch the system on or off.
But after a grueling 10 minutes of reading I did not see anything about airbag removal unless I missed it some place.

It seems that the airbag is up in the air !! Any state with a safety inspection like NY will not pass ur vehicle with a tampered with or airbag light on. All ins companies in the US will use a disconnected airbag as their theme to not pay any claim whatsoever and you will be personally responsible for any damages.

I looked into this a few months back for the same reason. I wanted to remove my airbag-steering wheel and put in a grant or something similar. This would make it safer for trail use (lots of rock ledges here) plus look cooler since my old one is cracking. I decided not to due to CO state law. The rules here on vehicle modification are very vague, but open to a lot of "interpretation" depending on the "interpreter" if you get my meaning. Law says owner may not modify vehicle outside of original design. This means lifts are OK as long as you don't change the type of suspension, etc - i.e. no rear disc conversions, no SAS for Yota owners (but they do it all the time and drive on the roads). So to remove the airbag would be to change the safety restraint system and thus would make my jeep illegal for road use. I've asked a number of law enforcement officers. Technically any aftermarket exhaust is illegal unless you get it stock from the dealer! Thing is, no one really cares about these things unless you give them a reason - I keep my exhaust on the quiet side, keep my wheel near the edge of the flares, drive normal on the roads, just general safety and courtesy and I've never had a problem. There is no state inspection so you could register here with the airbag light on, but if you got a ticket for say, speeding, they would tack on a "defective vehicle" charge for the non-functioning safety system!
Sorry for the lengthy post, but it's not always cut and dry!
FWIW I decided if I couldn't stand my steering wheel rot any more I'd get some cork handlebar tape for road bikes and go to town! hehe (still a little nervous when I'm bumpin around on the trails though!)

My 94 country has no airbags as well, insurance told me they'd still cover things (Depending on the unique situation) in the event of an accident.
