Starts but not with the key.
Ok, so after correcting a lot of the wiring issues, I have gotten the XJ to run. A little rough, but that's the next project. You see, the engine starts, but not with the key. If I turn the key to START, nothing. If I turn it to ON, you can hear the fuel pump turn on (But will not turn off when pressurized, how do I fix that?). If I turn the pump on, and jump the power to the ignition / starter at the starter relay , the Jeep starts and runs. Again, turning the key does nothing but start the fuel pump and turn the motor off.
Here's some things it could be:
-Wire on the Ignition is cut (Previous owner installed push button starter)
-Starter Relay could be bad.
-Jeep doesn't see that it's in Park / Neutral
-Missing a wire that connects to the Starter Relay
-Anyone have any ideas on either issue? Fuel pump not stopping after pressurizing the line and Not starting with the key.

Sounds like your fuel pump is wired to the ignition and not the ECM. If someone had a push button on there, it is probable that they cut the wire to the starter relay and tapped into it. You will have to take the steering column apart and trace the wires.

yup, either that or it's just your neutral start switch (NSS).
try shifting in neutral and hold your key in the start position, then slightly move the shifter around in the neutral gate between reverse and drive. if it starts, it could just be the NSS.
be aware, mine doesn't always start that way tho, but i know it's my NSS.
