starting/ignition problem

What's up, new guy here. I've got a 90 2 door. So far, I've lifted from a do- it- yourself quick lift to a 3.5" with 31 X 10.5 ( looking to upgrade to 32's or 33's after some fender trimming). Here's the problem(s), 1) When I start it, it just turns over and over until it finally kicks over. I know you have 15 sec of turn over before you start screwing up the starter, but it takes about 7 turn-overs before it kicks over. I hope I'm explaining it ok. 2) I've had to shim my starter to stop a ticking noise. ( I've changed the starter, sparkplugs and distributor cap and wires about 2 to 3 months ago). The ticking sound didn't start until after I replaced the starter. By shiming the starter, I've gotten rid of the ticking noise, but now, every now and then, at least one to two times daily, my starter makes a stripping sound ( for lack of a better phrase), how do I stop it. I hope this isn't too long winded and that I've explained it well enough. I appreciate any help. Thanks. I plan on posting pics of my rig later. I meant to take pics as I was going through the process, but I had my Father-in-law help, and I kinda got lost in purpose. From the old lift to the new lift, I raised it about 4 and 1/4 inches. When you shim you are not trying to move the starter away from your flexplate,your moving it in and out to insure you get good contact with the flexplate,it sounds like you mave have shim it to much. The slipping or skipping is due to not enough contact on the flexplate.
honestly i think that starter shim is what messed you up ... i have had several problems with my starter and when i replaced it it did make a whining noise at first and i thought i even heard a little bit of grinding however it went away and all i did was tighten down the bolts a little more and made sure it was flush... sounds to me like you have the started shimmed a little crooked and that is what is giving you the problem... take care of this asap because you will damage your starter motor severly and possibly your fly wheel ..
as far as your turnover/ ignition goes i have also had the same problem ... the stock fuel pumps on these jeeps are notorious for being just a little bit under pressured.. try cycling the key twice before you crank it (put the key into the on positon ... wait a few seconds ... turn it off and repeat) see if that doesnt give you a better start up
