The jeep is a 94 xj 4.0 currently is 6th jeep i've owned but the problem i'm having is i replaced the rotted through fuel tank with new one along with pump,sending unit and filter and all was well for about 2 miles or so then it is wanting to stall out or hesitates very bad when i slowly apply gas if i stomp on it the jeep hesitates then revs up normal, i even thought maybe new pump was garbage so tried the old one same problem happened also the filter has the arrow facing engine, there's no fuel leaks pretty sure its not the cps. The weird part is it idles perfectly fine starts normal but i tried just unplugging the 02 sensor and it still idles the same and acts the same so i'm guessing maybe its the 02 sensor, i know for sure it has the infamous cracked jeep exhaust manifold where they come together but would that cause it, also checked for vacumn leaks couldn't find any.

I'm assuming that you also replaced the screen/sock/filter before the pump. Having cracked exhaust manifold and would cause issues with idling since it changes pressure.
Have you checked the fuel pressure at the rail? The testers are free to "rent" at parts stores.

Yes new sock also installed, and i have a fuel pressure gauge holds like 43 psi the leakdown over 30 minutes is roughly only 10 psi.
