Spark jumping on crank pully

Default Spark jumping on crank pully
So like the title says there is spark jumping on the crank pully, I just changed all the plug wires thinking that was it. I have never seen anything like this unless it was a bad wire. I have checked all my grounds. It runs fine just don't like that it sparks on the pulley makes me think that the plugs are getting a weak spark. I need some help.

Motor runs fine ?Balancer coming apart hitting bolt heads causing spark.
