So I have just had my 93 XJ swiped by a concrete truck and now the side mirror is hanging down.

It is one of the breakaway types with a spring.

I have looked but can find any specific instructions.

How do I get in there? Do I need to take the door panel off?

Will I need a new spring?

You need a new mirror assembly.

Remove the door panel and the plastic piece covering the inside of the mirror. 3 screws and it's off.

 

Mine's an 89 and every time I go wheeling one of my mirrors pops off. On mine they just snap back on.
