Ok, I have searched and no one seems to be able to clarify this, Do you need to take the axle out to shim it over with washers? Does anyone have any real pics of this mod?

yeah, you need to slide the outer axle out enough to get the washers on the intermediate shaft.
i have just used a gear/hose clamp to hold the collar in the locked position. worked just fine, and didn't need to remove the outer shaft to do it either.
i have no pics, but it's simple, just remove the actuator and slide the collar over to lock the shafts and put the gear clamp around the axle shaft against the collar and tighten it down, then carefully reinstall the actuator with the fork in line to slip over the collar. done.
