shifting issue

ok so my xj will not downshift when its suppopsed to. example on the highway it shifts all the way through all gears. ill set cruz and on incline it'll lag and wont down shift not even when i stick my foot in the floor. ive done a full tune up plugs wires air and fuel filter dist cap and rotor. ive also changed my tps and adjusted it to .830 liker said on links in other threads. aslso changed my o2 sensor. any help would be greatly appreciated. THANKS!!!!

That is a good link and you should try it.
