Default shifter won't depress/actuate

I have a '96 4.0L SE with a shifting problem. No matter how hard I press the brake pedal, the shift button will not engage. Is there a switch behind the brake or some kind of actuator in the shifter somewhere?

Check to see if you have brake lights and/or check the fuse.
