Default Shackle to Leaf bolts, how tight?

Just finished replacing my leafs and shackles last night. I do know that the front leaf spring bolts need to be 109ftlb but what about the rear of the leaf that attaches to the shackle? Should it also be 109? I don't want to compress the bushing to where I damage it.

Very stupid question, but how do you measure that? Like how would I know if they are to spec?

Better yet just go to Vato Zona and borrow a torque wrench.
