serpentine tensioner pully

is it odd that i can tighten down that tensioner pulley so tight it is pressed up against the block? is there supposed to be a washer or something to prevent that or does it just float there?

Tighten it down and it spins and is in line with the other pulleys then its fine.
Yes they normally on most vehicles are flush on the block or timing cover.
