Serpentine Belt 89 xj 4.0

Newbie here, I promise I won't understand common technical terms, sorry in advance.
I'm resurrecting a stock 89 xj 4.0, currently just trying to get it running and able to pass inspection. Failed first inspect.
1 issue: power steering belt frayed.
Went to Napa, got belt. I struggled for hours, finally got the belt on. I believe it is waayyy to tight. My power steering is now whining.
I got on here, read a bunch, now here is my issue: I do not have the adjusting bolt or bracket. I believe those were on the engine at one point, I have unoccupied bolt holes, that appear to have held something, right below the power steering pulley. I will have to wait for daylight to take any kind of decent pictures.
How can I loosen this belt?
For clarity: I loosened the bolts on the back of the power steering, loosened one below on R side( I thought this was the tension bolt) took the one out of the front of PS. Shifted PS to the left, put on new belt, cussed a lot, and wrestled the PS top front bolt into place, tightened everything down. I never tightened the bolt back on the bottom right, because that belt already seemed tight enough.
