The adjuster can be turned in more to fit a new belt. I slip the belt over the steering pump last.

My idler pully is near the alternator not the PS. I had the take the idler pulley off to get the belt off. I put the pulley back in but now it seems like not enough slack on the belt to get around the PS

What you want to do is take the tension bolt near the bottom front Diver Side of the engine and loosen it. This will push the pulley connected to the steering pump towards the center of the engine allowing you to put on the belt. You may have to jar the steering pump with a small push. Then when you are sliding the belt back into place make sure you have the belt strung on all the pulleys that have a grooved mating surface. That way when you are trying to slide the belt onto the last pulley it should be a smooth surface on smooth surface. This will make the job much easier! After that tighten the tension bolt until you can only twist the belt about 90 degrees with your fingers.
*I also find it easier if you take the air box out so you have easy access to the tension bolt. That's my personal preference though.
Good Luck!
