this is for a right side drive 1994 xj.

The buzzer that sounds on startup, continues to buzz after its usual 3 or so seconds. Regardless of whether I buckle in before the key is in, or after. It pretty much makes the car impossible to drive so I want to remove the buzzer all together.

I looked online and I know it’s that small black unit, but I can’t seem to find it. I went under the drivers dash by the pedals, with the sound going too, and I couldn’t seem to track it down.

Keep looking. I removed mine years ago, you just pull it out. Here's a picture I found online.
