Seat belt problems

Seat belt problems
Got to get this figured out. The front diver side seat belt wont retract back in pulled the trim and cleaned it up and lubed it a little and it wont suck back in. Second the rear seatbelts wont even come out its liked there locked and just wont budge. What ging on? Is my jeep trying to tell go with harnesses?
