The hoses or spray tips could be clogged. Pull off the hoses and spray nozzles and soak them in some CLR for about an hour then rinse them out. Reinstall and test.

Disconnect the hoses from the tips, then try the washers to check pressure up to the tips.
Could be you have a blocked/pinched line or even possible a leak somewhere. Might check for water along the way from the tank to the wipers under the hood.
Should be quite a bit of pressure on the line.
I know if you take the rear hose off there is enough pressure to squirt the car tailgating you!
