RWD only in 4lo

I went wheeling today and gut stuck in a small mud hole only to find out that even though I was in 4 lo I only had 2wd. I was most certainly in low, and I have a spooled rear and Locker in front, neither front was spinning. I had to be in fulltime 4wd to get the 4wd to engage.
I have a 89 cherokee with the fulltime/parttime/Lo T-case. The front axle is not a disconnect axle. If I understand the way these t-cases work there shouldn't be a reason that I can be in 4lo and not have 4wd and still have it in fulltime.
I'm thinking my linkage isn't fully engaging, but I don't see how it would work to have the lo range and not front drive shaft engaged.
Help!

mine was doing the same thing the other day. I put the transmition in neutral and then switched the transfer case in N then 4low with the jeep stationary and it wouldn't engage (even after rolling forward/backwards). It was defiantly in 4low as i could feel the low range crawl but the front wasn't engaged.
The next day I tried shifting into N and then 4low while moving slowly and it shifted properly no problems.
Not sure exactly why but my bet is the shift linkage

thats my guess, so I guess my next question is there a way to rebuild or tighten the linkage, I crawled under the truck and nothing was bent but there is a series of pushrods that have worn.
