I've just put a 3inch Rustys (full leaf) Kit on my 99 XJ and I couldn't be happier !!

+1 for Rustys, I've heard the rough country can be quite hard which is why I went Rustys and I can barely notice any difference over stock as far as hardness goes, new kit is slightly more flexible but that could be the height !!

I've had Ruty's 6.5 inch kit on for about 3 yrs now and have been very pleased with it. Wish I would've went LA instead of SA though!! That's next as far as upgrades go.

a lot of that is really because of the shocks. with rough country kits, one of the best ways to go is to upgrade to the 9000 shocks. they come stock with the 8000, but the 9's give you a much better ride. i think it's only a $25 upgrade when buying them with the kit.

old neighbor put the 4.5" kit on his son's wrangler with the 9's and the ride was really nice.
