I've just put a 3inch Rustys (full leaf) Kit on my 99 XJ and I couldn't be happier !!
+1 for Rustys, I've heard the rough country can be quite hard which is why I went Rustys and I can barely notice any difference over stock as far as hardness goes, new kit is slightly more flexible but that could be the height !!

I've had Ruty's 6.5 inch kit on for about 3 yrs now and have been very pleased with it. Wish I would've went LA instead of SA though!! That's next as far as upgrades go.

only trouble I had with R/C I waited a whole week before I finally called them to see where my order was and turned out they never shipped it yet.

old neighbor put the 4.5" kit on his son's wrangler with the 9's and the ride was really nice.
