i got this stuff called pro long spl 100 .. its really good spray for this kind stuff.. you spray it a little you might not even need the impact gun

i've always soaked my bolts a day prior to wrenching with PB blast.... never really had any problems... if the bolt is rusted up into the thread it'll break almost regardless.... so save some cursing and buy and easy out kit, or a drill bit set and a tap set... more pricey but worth it

Bumper bolts should have nut clips on them. when rusty the clip snaps and just spins.
In this situataion you can try to grab the remains of the nut clip with vise grips to remove it or just cut the damn thing off with a die grinder or dremel and replace it with a regular nut and bolt like I did.
This also eliminates those pesky large torx bolts and replaces them with regular hex head bolts.

I'm not exactly sure how you 96 bumper caps bolt on but on, but I'll assume its similar to my 2001.
1) I don't want to assume anything else so lets start with the basics, you are holding the nut on the inside with a wrench or socket while taking off the bolt, right?
2) If the threads are stripped, try pulling the bolt out while turning it, maybe use a flat head screwdriver for leverage.
3) If all else fails you may be able to break the bolt or use a cut-off wheel to remove it and replace the nut and bolt later.

X2 on the screw driver trick. Most times you will have to start with a knife blade under the edge of the nut or bolt head. Once it gets started it will behave itself.
