Rust questions

I just found a little light surface rust on the underbody of my XJ. I am eventually going to tear the Jeep apart and have the entire tub sprayed, inside and out, but that is going to be a couple of years from now. In the meantime, what would be the best thing for me to do to stop this rust and to prevent more from happening? My Jeep has very little rust and I'd like to keep it that way.
I also have a couple of questions. I found some very minor rust in the floorplan, so I sanded it down with some 80 grit and when it was mostly bare metal I cleaned it with rubbing alcohol and put a few coats of rattlecan primer on. There were still dark spots where I sanded so I think there is still some rust under there. Will that spread or just cause the primer to not stick that well? Should the primer be enough to keep moisture out? Also, my e-brake cables are rubbing on my unibody frame near the back wheel wells - it's rubbed clear through the paint to bare metal. No rust yet though. I threw some primer on there but the cables have already worn through that. What's a good way to protect this spot?

This stuff is supposed to be really good applied over metal that has rusted.

I watched them apply it to the rusty bed of a pickup truck.
The process they used was .....
1) wire brush rusted area to clean off scaling rust.
2) clean the area out with compressed air.
3) wipe bed with a solvent based cleaner to pick up dust remnant.
4) apply POR-15 with brush.
After they did that they then coated the entire bed of the truck with Dupli-Color Bed Armor using the roller application kit. The said it takes two coats of this to get the desired effect.

I just want to touch up some rust spots. Por15 would be better if I were going to be doing large sections or the entire bottom. Also the painters I have spoken to absolutely hate Por15 anyway so I'm not sure I would want to use it since in a couple of years I'm going to do a resto of the entire tub.

Hiya....I had rust and a hole under the right rear passenger seat....
What I did was...
1) wire brush the rust spot....
2) dust off the rust residue....
3) applied rust freeze solution(found at diy shop)
4) allow it to dry(rusted part will turn black)
5) patch it up with fibreglass compound
6) walla...I m done.
did this to my another ride 10 years ago...the rust did not spread nor rusted again....

Does rust spread without moisture?
I hadn't thought about using fiberglass filler. That makes me think maybe using two part marine epoxy might work as well, if it'll stick to the metal.

If it's minimal, brush it down and spray with Rust-o-Leum Rust Reformer. Used this stuff on the ignorant amounts of rust on my doors, and I love it.

But from my experience with the other ride....
the rust stops there and it has been 10 years.
oh yes...I do not know how well fibreglass work over there...
we do not have snow here...just rain and sun...at times...flood.

Yeah pretty much as I figured. 
I guess I'll just buy some rattlecan rust and underbody stuff and call it a day until I pull the Jeep apart.
