POR-15 is a rust preventative coating. It can be applied directly to rust. If you wish to convert the rust beforehand I advise an actual converter like Naval Jelly or Marine Clean, but it's not necessary. The POR-15 works because it forms a chemical bond with the rust, and provides a moisture-proof barrier - without moisture there is no rust.

you could use a rust converter but as with any rust converter make sure you knock off the loose rust first then paint after the rust converter is on.

try and search around for a steel yard, when i did mine a few summers back with a few jeeps ago also hahaha.... i was able to grab 18 gauge steel 2.5' squares for $2 a piece....
