rust build-up on my passenger side front axle?

Engine: Supercharged 440 Magnum punched .60 - yeah right.. 4.0 like everyone else.
rust build-up on my passenger side front axle?
Is this normal? I have the dust shield still on the shaft, but should there be some kind of inner bushing, grommet or seal of some sort in the axle shaft tube? It has rust in it as well.
The shaft is rusted about 3" past the dust shield location... will wire-wheeling the rust off and re-using the shaft be ok in this situation?
I'll get a pic posted if need be, I'm at work now.
Sorry for the dual question, but I was not expecting to see rust in the axle tube, I thought it would be sealed.

BTW.. I do have a lot of questions, but as I learn more and do more, I'll be answering more than asking.

Just the plastic dust shield, that's all there is. The seal is way up in the pumpkin.
As long as it isn't pitted badly enough to create a weak spot, I'd grind the rust off and paint it.
