RPM problem

RPM problem
We just put on a PaceSetter header on my 89 Jeep Cherokee.
Everything seems to be running perfectly normal minus the RPM issue.
It shifts fine when going a normal pace but if you gun it or make it down shift, it will not let you go past 2500RPM.
It almost acts as if its hitting a govener and then will take about 10seconds to shift after throwing its fit.
The idle after perfect temperature is around 500RPM but Im still not sure if that IS the problem.
ANY SUGGESTIONS WHAT SO EVER ARE MORE HELPFUL THEN NOTHING
