Not really sure where to even look for the cause of this but, here in NE Ohio there are some pretty crappy roads and when travelling over them at about 45+ it will want to almost surge and feels like it sputters real quick then it's fine. I thought it might be axle wrap but I'm not sure. It happens so quick and spontaneous that it's hard to see if the gauges are doing anything either. Just the other day while driving on the interstate ("smooth"), it did it a few times on the way to my destination but didn't do it on the way back. It was rather warm that day also and I have the heat soak issue as well that is yet to be tended to. Could these 2 be related by chance? CEL is on at the moment for bank 2 upstream sensor as well.

What year vehicle did you say it was again. What did you check so far. Battery cables. Grounds. Google. Etc.
2000. Battery cables are fine and corrosion free. They are tight also. And yes I googled first but nothing really close to what I'm experiencing. Like I said, other that say like a ground issue, I have no clue where to start.

Start with the O2 code, a faulty primary O2 could cause issues. I would also verify that you are getting adequate fuel pressure.
