Rocker arm lubrication question

It just doesn't seem right but I've never had the valve cover off the 4.0L so I don't know for sure.........BUT, it does seem like some of the rocker arm valleys are full of oil and most are not. I would think the rocker arm valley should fill with oil (as some are), then oil spills out of the valley and over the valve end of the rocker arm, to lube the underside of the rocker arm that contacts the tip of the valve stem. From there it flows/drips over the springs (to cool the springs), then thru the drain holes in the head and back to the oil pan.

UPDATE.
Pulled the lifters today. All were in poor to #$%# shape. I replaced them with new and when I started it I had oil flying everywhere.
Good to go.
New lifters on an old cam is ok. New cam and old lifters is the no-no.

No, it's tan (champagne is the official color, looks more like beer.)
I have ridiculous rims on it right now. They came with it and are huge, chrome, and not me at all.
It's highly unlikely that you've seen me since I have spent most of my time under it and have only put 275 miles on it. She's purring now and the lifters are very quiet. I know the 'rule' about new lifters/new cam, but have replaced them in the past in other motors without a hiccup. The lifters showed little to no wear on them, but the springs were terribly corroded. This car sat for a year before I owned it, and it sat with coolant in the oil. The coolant toasted the lifter springs.
That red XJ, I've seen it around Belvidere and I think he lives by the DMV. Slick lookin' ride.

I'm looking around for a set of stock rims. I'll have to hit the boneyards next.
The rims are 16", made by helo. Hey, they might look good on your XJ?!

As long as the timing marks on the timing chain and gears are fine dont worry to much on the tdc on it cause if thats right your timing is fine and you can torqe down the rocker arms,but like whats being said were is the oil you should see it inside the rocker arms,Did you pu t the lifters back in the same spot they came out of????? If not go buy new ones and replace before you ruin the cam!!!!!!!!!!!!!!!
