Took me 3 days and a lot of hair to figure it out.
if you have the original keys, it's easy to fix. just close the drivers door and put the key in and turn the lock back and forth a couple of times.
Apparently this tells the computer you are the owner and removes the shutdown mode.
You should be able to start the vehicle now.
Hope that's all it is.

Ran into this with a 91 Limited I had. After unhooking the battery for awhile, while installing rebuilt engine, then hooking it back up the factory theft system (that I had no idea was in the vehicle in the first place) would go into shutdown mode. Starts for only a couple of seconds then quits

but always glad to help someone out best I can.
I have a 97 XJ, and a 98XJ, bought a few months ago.
I do not know if the XJ PCM will work on your Grand Cherokee, I will
have to do some research...
I will call some of my friends also to see if I can locate a Grand Cherokee
PCM....

Someone posted this site on here earlier.
I would check as many things as possible before buying another PCM.
My 97 sat for several months. My CPS, and the cam sensor had stopped working. When you turn the key on, the CPM receives alot of info from many sensors before it sends the correct signals to start, and run the engine.
I found some unusual problems lately,
First got the 97, no start, someone installed a kill switch.
air box full on hickory nuts, mice.
air box full with a birds nest, bad birds. I put bird houses far from my shop.
bad tank of fuel, gas station went out of business.
rust on the cam sensor, too much rain this year..
