Replaced power steering pump...no ps

Just replaced the power steering pump on my 99 xj for the second time in two days. Before I replaced the pump it would only have power steering above 1200 rpms. Now there is none whatsoever. I don't think it is the pump but I don't know what else to check. Any ideas?

Might be air in the system. With the front wheels off the ground and engine running rotate the steering wheel left and right but do not go to full travel/lock. You want to move the steering wheel back and forth 4-5 times as far as possible without hitting the stops. If you do hit the stops you will cause air in the system again and need to start again. I hope it's this simple for you.

I did this on with the wheels on the ground. Does it matter?

I think it might seeing as the pump is working harder with the wheels on the ground causing more foam/bubbles.
