Replaced fan clutch and still not working?

I figured my clutch seized so I replaced it (wasn't turning at any temperature) -- even with a new one, it does not work? I noticed from a semi-cold startup that it would move maybe an inch or two but then wouldn't budge at all. It also smells like burnt popcorn or something similar, any ideas? This is my DD and I need to figure out what's wrong ASAP. Thanks!

That seems to be it. What's the official name for that pulley or how do I go about getting a new one? Searching for fan pulley only really shows the waterpump pulley.
