Replace Inner rocker without removing outer?

Replace Inner rocker without removing outer?
My outer rocker are rusted through on the bottom, but the tops are good, so I am replacing them with 2x6 tube.
The inner rockers are rusted and need to be replaced BEFORE I install the 2x6 tube rockers.
Can I replace the inner rockers with out removing the top half of the outer rockers?
