Removing rear leaf springs

I'm swapping out my rear leaf springs for new and can't seem to get the front bolts out. I've PB'ed them and can get them to turn but the don't seem to be backing out.

Is there a bolt on the back side, is it welded in or am I going to have to cut a hole and use a wrench?

The nut is welded to the hanger bracket on the rail. I had to cut my front bolts off, cut a slit in the bracket underneath the bolt hole to get the nut out. After all was said and done I ground off the original bracket and put these on. http://synergysuspension.com/Synergy...t-p-20685.html
