Hmmm neither of my xjs had that, they both had 15s all the way

the bumper bracket to the unibody is 6 15 mm bolt the bumper skin to the bumper brackets is 4 torx

if the OP ment torx instead of allen key then i agree unbolt it from the unibody and be done no need to unbolt the skin from the brackets unless your replacing the skin for some reason

Default Torx

Mine were torx, didn't have torch, so I squared the head up with a dremmel tool with a cutting wheel, then used a good vice grip to turn it out, replaced them with 15 mm bolts.

That's what I have done with most of mine and my 87 seems to be built completely out of torx
