not OEM, someone probably put that in to either use reverse lights as spot lights when off roading, or the reverse switch went out and you have to hit this to indicate youre going in reverse.

This is what I bet it is. When you put it in reverse do the back up lights come on? If not then that is more then likely why it's there and you have a bad or out of adjustment NSS.

You either have to clean or replace the NSS. Here's a link on how to clean it.

Does the jeep have a tow hitch? If so he probably used this as a spot light when hooking up a trailer just what I think hopefully he didn't cut the wires out..
