Rear upper shock bolt is spinning

I'm in the process of installing new shocks for my lift, and I'm on the rear shocks now. I was expecting the upper bolts to break, but instead the tack weld broke and both of them started spinning. I tried an impact wrench and a pry bar for leverage but that didn't work so I quit for the night. Any suggestions on how to get them off will be helpful. I know the last resort is cutting them off with a cut off wheel, but I don't know how safe that is with the gas tank so close... Here's the rear shock bolts:

Oo that sucks.. mine broke off then I got a chisel and hammer and punched them through.. I think your going to have to cut them. Then lock nut them

Thinking about it that happened to me when I was installing my rear bumper, broke the upper weld on the nut holding the exhaust up. Had to cut the bolt and fish a new on through the top. Just made sure the sparks were going out
