rear running lights/dash lights don't work

Ok so I posted on here before and got a couple of different ideas. Checked wiring, bulbs and replaced headlight switch. Everytime I put a new fuse in, it BLOWS.

I would check the wiring harness since jeep tend to rust on the floorboards. Maybe try unplugging the headlight switch and put a fuse in see if it blows. If it does its between the fuse box and the switch if not its between the switch and the lights

Get a couple of wiring terminals , two pieces of wire and a seal beam headlight wire this up and plug in ,in place of the fuse , if you have a short in the wiring, the headlamp will light (this would be what happens when the fuse blows, the headlight can take the current flow) when you find the short the headlight will go out.
