rear leaf question

Alright I ran into a problem while doing my lift...like we all do! Anyway I have a westin step bar on and it its bolted to the leaf spring....The bolt WONT BUDGE!!!! (Passenger and driver sides) I put the impact wrench on them and it still wont turn!!!
What do I do now??????? I dont have anything to cut it with or torch. Any suggestions?

If it is one of the bolts in the sub-frame. Something that I have done for many years is find you a piece of brass or aluminum hold it with a pair of vise-grips against the head of the bolt and use a good size hammer and hammer it. You do not have to kill it. By doing this repeatedly the excessive vibration to the bolt will loosen the rust on the threads. Make sure you keep what ever your using against the bolt head because even aluminum can destort the head of the bolt if it is not against it.
