Rear flare popped off/Fixing front and rear rub?

Hey guys. So yesterday I got new wheels put on my jeep. 15x8 soft 8s. My tires are 235/75/15s and when I turn full crank the tires rub up front. And when I go over too big of bumps/railroad crossings the rear sometimes rub. Happened this morning on the way to work actually and my left rear flare popped off.
Luckily it didn't fall off completely and I was able to get to work. I tried just pushing it back on but the damn thing won't snap down all the way. The metal mounting piece is still bolted to the jeep, just the flare itself is loose. Any trick to something this simple?
And how do I fix the rubbing front/rear? My stock wheels are sitting in the back of the jeep still til I can sell them so I'm sure the extra weight isn't helping the already saggy leaf springs. Thanks for any help.
