Default Rear Bumber removal 2000 Classic

Hi
From the UK..just bought a 4.0L Classic and need to remove the towbar to clean it up and repaint it. Unlike the rest of the Jeep its very rusty! I think I need to remove those endcaps that go forward to the rear mudflaps. Can anyone explain how to remove them, I did find the 10mm bolts under the corners but they must fix somewhere up the front too.
Jeep is great other than a dodgy steering box.

on my 2000 I raised the rear hatch and pulled out the plastic insert between the bumper top and the body and then I accessed all 8 bolts holding on the bumper with a ratchet and extensions. Good luck, but why not paint the hitch while it is on the Jeep ?

I think that plastic/rubber strip is rivetted to the bumber! I need to check the towbar is safe all over as I transport live fish with it and the tank they travel in weighs about 1.5t plus the trailer. Will have a closer look at that strip later, thanks.

ok.. so how do you get at the bolts? Do you take off the bumper then the brkts? I was trying to install a hitch and broke a weld nut. Ground off the bolt head.. Now i noticed that the little flange that all the nuts are welded on is bent from my impact... I need the rear bumper off to change that flange to all bolts... Any ideas?
