Rear Brakes occasionally Lock Up

A simple way to test if the rears are far out of adjustment is just lift the ebrake lever up a bit. I like to lift it until I start to feel resistance then back it off a notch or two. Drive a short bit and apply the brakes.
Does the pedal feel MUCH better?
If so they're definitely out of adjustment.
